The films were all shot by John Paul Volter who was the Oulton chemist. He was originally German, born approx 1904. He died in 1968. He lived with his wife Annie Keelty in Park Lane Rothwell. They married in 1931. His name was originally Voelter and there are Voelters in Leeds in 1911. I think he moved to Oulton at around the start of World War 2, as the London Gazette entry for his naturalisation has him in Leeds as a chemist's sundriesman in 1937.

This film featured pageant celebrations in the village of Oulton, outside Leeds.  The film was made by John Paul Volter, the village chemist, and features procession for the Carnival Queen and the Comic Band, a long-standing local tradition.
